Head of services for the North at Hempsons Healthcare Solicitors, Ross Clark works with all aspects of GP primary care, with a current focus on the establishment of GP Federations and Provider Organisations across England.
As part of this role, Ross advises on the structures available to GPs to help them meet their objectives, guides them through to resolve key issues, and then helps them draft the legal documentation required. He also advises established GPPOs on contracting with commissioners (NHS Standard Contracts and APMS Contracts), sub-contracting with member practices and the acquisition of failing practices to ensure that GMS contracts are preserved.
To date, he’s established over 40 GPPOs, representing a patient population in excess of 5 million, with many more underway. And in recent years, Ross has devised some of the leading models to bring primary care together, including the Constituent Practice model for Our Health Partnership, the largest GP Practice in Europe.
Looking to the future, he notes that one of the biggest challenges from primary care over the next year will be dealing with the evolving nature of accountable care organisations and systems. He also acknowledges the importance of making sure every GP is fully ready for scale, to make sure nobody ignores or misses out on the opportunities it can provide.
